The ITB logic is supposed to be ignored when a user is not logged in. This does not seem to be working. Joomla 1.5 PRO verion.

I would expect the entire page to display when not logged-in but none of the content with the ITB logic displays.

I logged in with your supplied user/pass and updated the Super Forums saved, redisplayed the listing.

I did this a number of different times checking some, un-checking others, ...

It displayed the checked and un-checked items correctly.

So, why would it display unchecked items?

The most probable answer is the cache. I have run into this issue during the initial debug of the code.

There are two places your site is cached. One on your server and one in your browser.

First (easiest) is to clear your browser's cache.

Second, set your site's cache off while testing.
